Announcement regarding the adoption of the 19th package of European sanctions against Russia by the Council of the European Union on 23/10/2025

On 23 October 2025, the Council of the European Union adopted the 19th package of sanctions against Russia, targeting Russian energy, third-country banks and crypto providers. As part of the new package, the Council also imposed further measures on Belarus.
At its core, this package of sanctions comes in response to Russia’s escalating aggression against Ukraine, in particular the recent brutal military campaign. These attacks, which have inflicted severe suffering on the civilian population, further underscore Russia’s unwillingness to pursue peace.
More specifically, this sweeping package of measures includes, among others, 69 individual listings and numerous economic restrictive measures, targeting key sectors which fuel Russia’s illegal invasion of Ukraine such as energy, finance and the military industrial complex. Also, through this package the Council is strengthening control over the movement of Russian diplomats across the EU and taking further measures against those responsible for the abduction of Ukrainian children.
According to the High Representative for Foreign Affairs and Security Policy and chair of the Foreign Affairs Council, Ms Kallas, the 19th package of sanctions will not be the last. She also emphasizes that every euro we deny Russia is one it cannot spend on war. Finally, she states that it is becoming increasingly difficult for Putin to finance his war.
