Permanent Secretary

Ambassador Theodora Constantinidou

Ambassador Theodora Constantinidou was appointed Permanent Secretary of the Ministry of Foreign Affairs of the Republic of Cyprus on 1 August 2025.

Ambassador Constantinidou is currently the Minister’s Delegate for the Cypriot Diaspora. She has been the Head of the Service for Overseas and Repatriated Cypriots at the Ministry of Foreign Affairs of the Republic of Cyprus, since April 2024.

Prior to her joining the Ministry of Foreign Affairs of Cyprus in 1996, and for a period of 10 years, she served at the Ministry of Finance from the position of customs officer.

Ambassador Constantinidou commenced her career at the Ministry of Foreign Affairs in 1996, as a member of the negotiating team for the accession of Cyprus to the European Union.

The above was followed by a five-year term at the Permanent Representation of Cyprus to the EU in Brussels.

Following her serving at various posts and directorates within the Ministry of Foreign Affairs, Ambassador Constantinidou took on the position of the Consul General of Cyprus in Thessaloniki, before becoming the Permanent Representative of Cyprus to the Council of Europe in Strasbourg (2010-2017), where she headed the Cyprus’ Chairmanship of the Committee of Ministers (2016). She has lately served as the Ambassador of Cyprus to Israel (2020-2023).

Ambassador Constantinidou is a graduate of Italian Literature from the Universita di Perugia, and a holder of a Degree in Law from the University of Athens. Following her studies in both Perugia and Athens, Ambassador Constantinidou went on to study international politics and European integration at postgraduate level, in Brussels and Manchester, respectively.
