Article 13 of the Transparency in Public Decision-Making Procedures Law 20(I)/2022

Registered lobbyists, due to legal obligation, must submit semi-annual reports to the Independent Authority Against Corruption (IAAC). Every person registered in the Registration Register is obliged to submit to the IAAC, by the 15th of March 2025, a semi-annual report in printed or electronic form, for any involvement in a public decision-making process, which took place during the previous semester, starting on 01/09/2024.

The semi-annual reporting forms are the L03 for private individuals and L04 for legal entities governed by private law. Corresponding tables in excel file format can be found on the website of IAAC.

In case there was no involvement in any public decision-making process within the six-month period it should be submitted in writing to the IAAC by letter or in the semi-annual report form itself that there was no communication with an Officer during the six-month period.

It is noted that failure to submit the semi-annual report by a registered person to the Authority, such person is guilty of an offence and in case of conviction is subject to imprisonment not exceeding six (6) months or a fine not exceeding €5,000 and/or both of these penalties.
