Announcement of the Ministry of Foreign Affairs on the decision of the Committee of Deputy Ministers of the Council of Europe regarding the 4th Interstate Case Cyprus v. Turkey

The Ministry of Foreign Affairs expresses its satisfaction regarding yesterday’s (21.09.23) decision of the Committee of Deputy Ministers (Human Rights) of the Council of Europe to maintain the supervision of the execution of the cluster of the property rights of displaced persons of the 4th Interstate Case Cyprus v. Turkey. This is the result of intense diplomatic efforts, carried out in co-operation and co-ordination with the Law Office of the Republic of Cyprus.
The Court’s findings in relation to the violations remain valid, and it is imperative to ensure compliance with its judgments. The Committee must continue to fulfill its obligations in overseeing the implementation of the Court’s rulings.
At the same time, the decision sends a strong message to Turkey, which the European Court of Human Rights (ECtHR) decision held solely responsible for depriving Greek Cypriots displaced persons of their properties; Turkey should, inter alia, end the unlawful use and exploitation of these properties.
It is highly regrettable that for many years we are witnessing an effort to achieve the closure of this cluster.
This decision by the Committee of Ministers demonstrates its commitment to uphold the values promoted by the European Convention on Human Rights and the Council of Europe. By choosing to maintain the supervision, the Committee underscores its determination to ensure that Turkey fully implements the Court’s decision and restores the property rights of displaced Greek Cypriots.
