Announcement by the Office of the Commissioner for Electronic Communications and Postal Regulation regarding mandatory identification of prepaid SIM cards

The Office of the Commissioner for Electronic Communications and Postal Regulation (OCECPR) informs consumers that, in accordance with the provisions of Law 63(I)/2024 concerning the Identification of Holders and/or Users of SIM or eSIM Cards for Prepaid Mobile Telephony Services, identification of all prepaid SIM cards is now mandatory.

This measure aims to enhance security and ensure the uninterrupted provision of telecommunication services.

  • Identification Deadline: 10 November 2025
  • The identification process is free of charge.
  • No change of SIM card or phone number is required.
  • Active cards with no recent usage must also be identified; otherwise, they will be deactivated.
  • After the deadline, any unidentified SIM cards will be automatically deactivated, and calls, SMS, or mobile data usage will no longer be possible.

The identification requirement applies to all holders of prepaid SIM cards, including:

  • Individuals using the SIM card for personal use (calls, SMS, internet). Registration is accepted only for adults. If the user is a minor, they can be registered as a user if the card has been previously identified by an adult.
  • Businesses and organisations using or installing prepaid SIM cards in: elevators, alarm or telemetry systems, vending machines or remote installations, unmanned vehicles, GPS trackers, IoT devices.

How to Complete the Identification Process:

  • At the retail stores of your mobile service provider
  • Online, via the official websites of your mobile service provider

For more information or to check the status of your SIM card, please contact your mobile service provider.

Do not miss the deadline. Ensure the continuation of your service in a timely manner, whether for personal use or critical household or business systems.
